Ive only started to look through the rest of the build, but my best guess is that it's a scoop to duct air to the heat exchanger of the water to air intercooler system. The amount of money that has to be into this car would probably be enough to buy your choice of supercar.

This entire car is packed full of coolers. There’s oil coolers in the rear bumper as well, plus an ice tank and heat exchangers for the air to water intercoo ler. This car has only gotten wilder since the last time I saw it in person, which was pre-SEMA.
